It works as a restaurant, a 360-degree bar and a cigar lounge, with sister venues under the same roof, and it has been the standing answer to where to see the capital from above since long before the current run of rooftop openings. Reservations are taken by phone and are worth making at sunset, which is when the tables at the glass go first.
