For a visitor arriving with a hire car it is the organisation whose rules govern where the car can legally sit, and the system is worth ten minutes of reading before the first attempt.

On-street parking is divided into three lettered zones with different tariffs, and alongside them the body runs ten named car parks: underground ones beneath Skanderbeg Square, the new boulevard, Sheshi Italia, the Seven Dwarfs and the zoo, and surface sites at the Dinamo and Asllan Rusi stadiums, Frederik Shopen, Avni Rustemi and Sheqeri Pikant. Monthly and longer subscriptions are offered, and payment has moved to the authority's own phone app. Residents park free in their own zone on a windscreen sticker, which explains the cars that are not paying around you.
