Hiring a car in Tirana makes sense once you plan to leave it. The city itself is walkable and taxis are cheap, but the country opens up with a vehicle: Kruja in half an hour, Durres and the coast in under an hour, Berat in about two, and the Riviera in a long half day.
Most desks sit at the airport at Rinas, with a smaller number in the centre. Albanian rental terms exclude wheels, undercarriage, windscreen and interior from standard insurance, and rental cars are permitted on paved public roads only, which rules out the unpaved mountain routes.
